How does SURE-Pay work?
You will continue to receive your monthly bill, noting your account is
SURE-PAY. You'll know how much your water bill will be and how much
the financial institution will automatically pay from your checking
or savings account that month. This amount will be deducted on the
due date of the bill.
How do I sign up?
Just complete the authorization form and mail or bring it to our office
along with a voided check from your financial institution showing your
account number and the bank number. That is all there is to it. Click

SURE-PAY POLICIES
- In order to be billed for the month a customer must have documentation
completed and to the Utility Clerk by the first of the month for the
initial withdrawal.
- To terminate Sure-Pay arrangements, the customer must notify the
City of Norwalk as well as the financial institution in writing, 30
days prior to the last payment being withdrawn from their account.
- Request for change in status, must be in writing to the City of Norwalk
two weeks prior to the billing date. Example: name change, address
change, change in financial institutions including account and ABA
routing numbers.
- If there are any transactions returned for non-sufficient funds,
the customer will be removed from the SURE-PAY program and not allowed
to reapply for six (6) months. This can be appealed to the City Administrator.
- Transactions returned for non-sufficient funds, will not be resent.
The customer will be required to remit the amount plus the returned
check charge of $20.00 by certified cashiers check, cash, or money
order.
- All water, sewer, and solid waste accounts must be current and all
deposits and other fees paid at the time of application.
- Accounts must be paid in full through SURE-PAY. No partial
payments will be allowed.

All Norwalk customers have their water use measured by a meter. Norwalk
meters measure water in gallons. Charges for the amount of water consumed
are based on cost per 1,000 USED DURING A BILLING PERIOD. There are several
reasons why you might want to be able to locate and read your water meter.
- To measure how much water you use in a day
Read your meter at the beginning and end of the day and compare the
two totals to tell how much water you and your family used.
- To check for leaks
Turn off all the taps in your house, look at your meter and if the
low flow indicator (red triangle to the left of the sweep hand is
turning, chances are you have a leak somewhere.
HOW TO LOCATE YOUR METER
Your water meter is generally located in your basement near your furnace.
HOW TO READ YOUR METER
You will see a glass dial similar to an odometer of a car. The sweep
hand measures each gallon of water up to 10 gallons and is used mainly
for testing. The first number on the right of the dial is a "lazy
zero". It represents the 'ones' place. There is no need for it
to move because of the sweep hand does its work. The moveable dials
to the left read in 10s, 100s, 1,000s of gallons, and so on.
HOW DOES THE CITY KNOW HOW MUCH WATER I USED?
Households have a water meter that measures the amount
of water used. The City of Norwalk presently these "reads" in
two ways. A person from the water utility actually reads the meters on
a regular schedule or we receive reads fro a new radio frequency system.
The City of Norwalk is presently in the process of installing the radio
frequency based meters throughout the city. The previous reading is subtracted
from the current reading to determine the amount of water actually used.
In most instances, when a water meter is malfunctioning, it reads low.
If your recorded water increases suddenly for no obvious reason (more
people in the home or lawn watering) the majority of the time it is related
to toilet leaks.

- A meter setting will be constructed at the property owner's expense
in accordance with the existing plumbing codes of the City of Norwalk.
Your plumber must be bonded and licensed by the City of Norwalk and
possess the proper plumbing permits for this project. The fees associated
with an irrigation meter installation: $85.00 for a ¾" meter or
$155.00 for a 1" meter and the application fee of $100.00 to cover
the time of City employees and materials used.
- The purchase of the Sensus meter and MXU system is the responsibility
of the property owner and shall be purchased from the City of Norwalk.
After the meter setting is complete, arrangements need to be made
to have the MXU connected and the outside receptacle mounted by contacting
the Norwalk Water Works Service Department at 981-0228, between the
hours of 8:00 A.M. and 4:30 P.M., Monday through Friday.
- The sequence of events is as follows:
- Taking out of required permit and paying the fees as shown above.
- Hiring of a bonded and licensed plumber to construct the meter
setting and install the meter. The meter shall be connected so
that water DOES NOT go through both meters (no deduct meters).
- Inspection of the meter setting by the City of Norwalk plumbing
inspector or water personnel.
- Meters will be read each month and billed accordingly, there
is a minimum fee of $5.00.
Sewer rate will not be charged on this meter only.

The 2009 Consumer Confidence Report published by the Des Moines Water
Works is now available. You can pick up your copy up at City Hall or click
here to view it.
Make sure your faucets turn off completely. Even a slow drip can use
as much as 5,000 gallons of water per month. A steady stream can lose
up to 21,000 gallons per month.
A toilet that runs continuously can use as much as 4,000 gallons of
water per day!! Evan a slow silent leak can add thousands of gallons
to your bill. To check for a toilet leak, put a few drops of food coloring
in the tank and see if it seeps into the bowl. If it does, replace the
flapper valve and/or the rubber gasket at the bottom of the tank. We
also have free kits that you can pick up at City Hall that will do the
same thing. A leak between the tank and the bowl is something that cannot
be seen or heard!
Residents planning for an extended period of absence may request of the Utility Clerk to have their utility billing suspended one of two ways.
- Water service can be turned off at the curb. A $50 fee will be billed to your account which will cover the disconnect and reconnect of service upon your return. A $12.00 charge for solid waste* will continue to be billed monthly. (For example, a 2 month vacancy would cost $74.00)
- Water can remain on at the residence. A minimum usage charge as low as $38.31 will be billed monthly; as long as no water consumption goes through the meter. If any water passes through the meter regular billing will automatically resume*. (For example, a 2 month vacancy would cost $76.62)

* these represent fees that the City will continue to incur. Solid waste charges are billed per number of households in the City. If the meter registers water consumption the City will be billed by Des Moines Waterworks and that charge will be passed on.
The City of Norwalk has curbside service for solid waste, recycling
and yardwaste.
The City of Norwalk and Artistic
Waste Services, Inc. of Des Moines, are happy to bring you this
advanced program for garbage collection. While the program is offered
by the City, Nowalk has contracted with Artistic to provide collection
services. If you have questions that are not answered here, please
call Artistic at 262-4040.
Extra Items If you have more trash than what fits into your garbage
container you can purchase stickers from City Hall, Scott's SuperValu,
Norwalk Hardware or any Des Moines area Hy-Vee Store. You place a $1.00
sticker on each bag of trash that will not fit into your container and
Artistic Waste Services, Inc. will pick it up.
Large items may also be picked up at the curb by Artistic, but they
require a $5.00 sticker, which can be purchased at the above locations.
One sticker must be attached to each item. To dispose of appliances or
other extremely large and/or heavy items you may purchase multiple stickers
and you must call Artistic at 262-4040 to schedule a pickup.
The City of Norwalk will participate in Compost
It! along with other metro area communities. The program simplifies yard
waste disposal options and establishes a user-based system that only
the residents using the program pay for. There are three ways to use
the program:
- Use Compost It! bags - no sticker required.
- Use generic bags with Compost It! stickers attached.
- Attach Compost It! stickers to brush bundles too large to fit in
bags.
- Premium Yard Waste collection containers may be purchased.
All bundles must have a sticker attached. Bundles must be 18 inches
in diameter, no more than four feet long, and must weigh less than 40
pounds.
Annual stickers will need to be placed on Premium Compost it containers.
Compost It! bags and stickers may be purchased at Scott's SuperValu or Norwalk Hardware and Auto.
Curbside Services are picked up Wednesday of each week starting at 7:00
a.m.
Norwalk residents are required to recycle. The green recycle cart will be provided. Items that can be recycled include: ALL NECKED PLASTIC BOTTLES, yogurt & margarine containers only - numbers do not matter, tin cans, glass food and beverage containers, newspapers, mixed paper items and corrugated cardboard. Norwalk holds an annual spring clean-up each year around the beginning
of May. Last year, 120 tons were collected and disposed of.
