Billy O Phillips Parks is a newly constructed park located
on Lexington Dr in the Legacy development. It consists
of a Game Time playground, restrooms, a new Cedar Forest
shelter house (named after our former mayor Jerry Starkweather),
sidewalks, trees, and a future practice ball diamond. The
park is open to all residents. The shelter can be reserved
by calling 981-9206.
Brownie Park - 805 Cherry
Parkway
This park was recently updated. A white picket fence and
arbor greet you as you begin the trail into the park. It
leads to the outline of a butterfly body right in the center
of the trail, with the brightly colored floral wings on
either side of the trail completing the butterfly design.
Another addition to the project is a wooden porch-style
swing hanging from a matching arbor. Park in Library lot
and walk the trail to the park.
McDonald's Woods - 708
High Street
This park is nestled in behind town homes on High Road,
and has trees and picnic tables. There are no rest room
facilities in this park.
Norwalk City Park - 907
North Avenue
This park has playground equipment, a train caboose,
basketball courts, rest room facilities, and a shelter
house with picnic tables. The shelter can be reserved
by calling 981-9206.
Windflower Park - 1915
North Avenue
The Norwalk Aquatic Center is located in Windflower
Park. This park has two sand volleyball courts, playground
equipment, and a walking path. New to the park are a
double wide basketball court, shelter house with a modern
kitchen and restrooms. The shelter can be reserved by
calling 981-9206.
Bike Trails
The City maintains several miles of linear bicycle/pedestrian
trails. Trails are both on and off street. The most recent
addition to our bike system is the trail going through
5-Acre park to the Lakewood Elementary School.

Admission Rates (Children age 5 and under swim for
free with paid adult admission): Daily: $ 4.00; 6:00
p.m. to 8:00 p.m. only: $ 2.00; Punch Card Passes: $24.00
+ 1.44 cents sales tax (get fourteen $2.00 punches)
Season Passes (Must be purchased at the Norwalk Parks
and Recreation office): Both family passes and individual
passes are available. A family is defined as all immediate
family members residing at the same street address. This
includes children of divorced parents who have joint
custody, stepchildren, and foster children. Baby-sitters,
cousins, aunts, uncles, grandparents, and ex-spouses
are not considered immediate family members unless they
appear as a dependant on the applicant's income tax return.
A non-resident is defined as anyone living outside the
Norwalk city limits.
* Family passes are good for the first 5 family members.
Please add $10.50 ($12.00 for non-residents) for each
additional family member. Remember that children age
5 and under swim for free, and should not be included
on a season pass.
Park Shelter Houses
The city has three park shelter houses that are available
for group reservations.
One shelter house is located at City Park, 907 North
Avenue. Reservation fees are $15.00 for four hours or
less; $25.00 for over four hours, but not more than eight
hours.
The second shelter is located at Windflower Park, 1915
North Avenue. This shelter contains modern kitchen and
bathroom facilities. Reservation fees are $10.00 per
hour, plus a $25.00 deposit.
The newest is at Billy O Phillips Park, 2500 Lexington
Dr.You are welcome to use either shelter house if a reservation
sign is not posted for that day.
