The
City Council of the City of Norwalk is a five (5) member organization.
All members are elected at large. Members of the Council and
the Mayor serve four (4) year staggered terms. The staggered
terms provide for continuity and a level of service that allows
each member to work with staff, develop priorities and work on
implementing them over the period of each term. Each term is
for four years, and incumbents may run as often as they wish.
In 2001, residents reappointed the Mayor to another term and
elected two Councilmembers. In 2003, one Councilmember was
re-elected and two new Councilmembers were elected. In the
event of a vacancy in any office, the Council may appoint a
resident to fill the term, or citizens can request an election
to fill the seat.
In 2000, the council voted to divide Norwalk into three precincts,
thus adding a third venue for voting at most elections. Precincts
are based on the 2000 Decennial Census figures, and are approved
by the Iowa Secretary of State for compliance with one person,
one vote. Polling sites for the precincts are as follows: Precinct
1 will vote at the Norwalk Easter Public Library; Precinct
2 will vote at the Lakewood Elementary School; and Precinct
3 will vote at City Hall. A map with the Precinct boundaries
